William Carter Carignan, “Billy” died unexpectedly on April 11, 2026, in the comfort of his home. He was born in Portland on March 17, 1967. He was raised in Windham and moved to Portland to start his family.
Billy is survived by his mother Lorraine and father Roy Carignan, along with his siblings Roy Carignan, Tim Carignan, and Julie Leeman. Billy was married to his devoted wife Laura for 32 years. Together, they had two children: Nicole Carignan and Bethany Grove. Billy became a grandfather at a young age in 2007 to Ezekiel, followed later by Orion and Bjorn. Being a dad and a grandfather was one of his greatest joys.
Billy was a dedicated employee of the Portland International Jetport for 26 years. Before this, he had many side jobs over the years such as painting houses, working at Douglas Brothers and many construction jobs as well. Billy had a knack for any work with heavy equipment.
Some of his fondest memories were of bringing his daughters and grandsons to work to show them the plows and heavy equipment. When Billy wasn’t clearing snow from the runways, mowing the grass or scaring birds away, he was found riding his beloved Harley Davison. Billy loved fishing, hunting, ATVing, and collecting firearms. His all-time favorite hobby was Dunkin runs and long drives on the back roads with his wife Laura and dog “Kruser” AKA “Doobie-Doo”. If he couldn’t get enough mowing grass at the jetport, Billy was also found mowing the grass at his land, behind his parents’ home where he enjoyed hanging in his dad’s garage. If you couldn’t find Billy doing any of the above, he was in front of the TV watching classic re-runs. Billy lived a simple life that he loved with all of his heart. He was a wonderful husband, father, son, brother and friend who will be missed dearly.
Visiting hours will be held from 5pm to 7pm on Friday April 24th at A.T. Hutchins, 660 Brighton Ave., Portland. A memorial service will be held on Saturday April 25th at A> T. Hutchins at 12pm. Please share any good memories or photos below.
